Step 1:

 Crochet the Center of the Flower (Yellow)

1. Magic Ring:

Start with a magic ring. 

2. Round 1: 

 Chain 1:

 (does not count as a stitch here and throughout), work 6 single crochet (sc) into the ring. 

5. Round 4:

Chain 1, 1 sc in each of the next 2 stitches, 2 sc in the next stitch; repeat from to around. (24 sts)

6. Fasten off:

  Pull the tail through the last stitch and tighten it to close the hole.

Step 2: Crochet the Petals (Red)

1. Petal Base:

 Join red yarn to any stitch on the edge of the yellow center with a slip stitch.

2. Round 1:
